David Njoga is the Head of Cybersecurity Policy, Strategy, and Standards at the National Computer and Cybercrime Coordination Committee (NC4) in Kenya. In this role, he leads the development and implementation of national policies, strategies, and regulatory frameworks that strengthen Kenya’s cybersecurity posture and resilience against evolving digital threats.

With a wealth of experience in cybersecurity governance, law, and standards, David plays a pivotal role in ensuring the effective operationalization of the Computer Misuse and Cybercrimes Act (CMCA). He spearheads stakeholder engagement across government, industry, academia, and civil society to foster collaboration, enhance capacity, and drive innovation in the fight against cybercrime.

Passionate about building a secure digital ecosystem, David champions initiatives that advance cybersecurity awareness, skills development, and regional leadership in Africa’s digital space. His work continues to shape Kenya’s position as a trusted, forward-looking hub for cybersecurity policy and practice.

A Certified Information Systems Security Professional (CISSP), Andy has led international cybersecurity capacity building initiatives, intelligence operations, and digital policy strategies, working at the intersection of government, law enforcement, and industry. Now, at Shadowserver, he is committed to strengthening Africa’s cyber resilience by fostering partnerships with governments, private sector organisations, and law enforcement agencies to combat cyber threats.

A recognised expert in cybersecurity strategy, intelligence sharing, and international cooperation, Andy continues to drive impactful change, ensuring a safer and more secure digital landscape.

Beyond cybersecurity, Andy has a passion for Amateur Radio, embracing the technical and communication aspects of the hobby while staying engaged with the global radio community.
